As a licensed Master Plumber I’ll be straight with you — Texas has some of the strictest plumbing licensing laws in the country. Knowing which jobs need a licensed plumber isn’t just a legal question. It’s a financial one. Unpermitted or unlicensed plumbing work can create serious problems when you sell your home or file an insurance claim.
In Texas, any person who performs plumbing work for compensation must hold a license issued by the Texas State Board of Plumbing Examiners (TSBPE). Homeowners are allowed to work on plumbing in their own primary residence — but the moment you hire someone to do it, or do it for hire yourself, a license is required. That covers unlicensed handymen, contractors doing their own plumbing on the side, and anyone else who isn’t a licensed plumber.
The license requirement exists for good reason — improper plumbing can cause water damage, gas leaks, contaminated drinking water, and structural damage to your home.
If work is done without the required permit, a few things can happen. A home inspector or buyer’s lender may flag it during a home sale. Your homeowner’s insurance may deny a related claim. And you could be required to tear out and redo the work at your expense to get it permitted properly.
I’ve seen this play out for homeowners who hired unlicensed handymen to save a few dollars. The short-term savings became a very expensive problem.
Texas allows homeowners to work on plumbing in their own primary residence. Minor maintenance like replacing a showerhead, swapping a faucet aerator, or changing a toilet flapper is fair game. More significant work — like replacing a water heater or repairing a water line — can technically be done by a homeowner on their own home, but it still needs to meet code and, where required, be permitted and inspected.
